A Community Development Planning process (CoDP) has been adapted from the Chiefdom Development planning process to ensure that the community beneficiaries take lead in the management of the project from the inception stage. WHDP has provided Environmental, Business and Community Development, Computer Aided Design, Civil Engineer and Project Management Technical Assistant team to train the Department of Land Use and Key partners on the multidisciplinary skills required in managing this project.
Community Capacity building on business and community development is conducted by SWADE, yet capacity development and market arrangement are conducted by NAMBoard. The government has committed DAE and MTAD to permanently empower the irrigation schemes technically. The Department of Agricultural Extension has provided experienced extension officers to guide the community members on crop production and marketing. MTAD has provided officers who train, assist the schemes with community development and M&E issues even beyond WHDP lifespan.
